Request for Qualifications
Project: Real Estate Appraiser
City of Dayton, Texas

The City of Dayton, Texas is requesting qualifications and a statement of interest for
professional services to conduct real estate appraisals from a qualified real estate appraiser. The
purpose and intent of the appraisals is to ensure that the City knows the fair market value of
property being purchased and sold.
BACKGROUND:
The City of Dayton is located east of Houston along U.S. Highway 90, and has a population of
approximately 8,000 residents. Four large highways currently converge in the City of Dayton.
(U.S. Highway 90, State Highway 146, State Highway 321, and F.M. 1960) Additionally, the
Grand Parkway is going to be built through Dayton. It is anticipated that the City will have the
need to purchase property for rights-of-way expansion on various streets within the city.
SCOPE OF WORK:
The scope of work to be performed by the awarded real estate appraiser may consist of, but may
not be limited to the following:
 Provide the City with real estate appraisals showing the fair market value of property
within the City and its extra territorial jurisdiction.
 Possibly prepare exhibits and testify in court regarding the appraised values of various
properties for any possible condemnation proceedings.
The City reserves the right to add or remove any items from the scope of work.
SUBMISSION OF PROPOSALS:
Provide seven (7) copies of submittals and said proposal must contain the following information:
1. One-page letter of interest that includes a synopsis and qualifications of the real estate
appraiser.
2. Profile of firm and relevant experience working on similar projects within the last ten
(10) years. Describe the firm’s or team members experience with local governments or
other public agencies in the development of similar projects.
3. Resumes of the real estate appraiser and staff identified as having a major role in the
project.
4. A description of the proposed approach to the real estate appraisal.
5. A proposed scope of work with project time-line for completion of the project, with
milestones identified.

Sealed proposals are due by 2:00 p.m. on Monday, December 17, 2018. Proposals will be
publicly opened and read aloud immediately thereafter. Proposals shall be voted on at the
City of Dayton’s City Council Meeting on December 17, 2018.
Sealed proposals may be hand delivered or mailed to the City Manager’s office at City Hall, 117
Cook Street, Dayton, Texas 77535 provided that they are received by 2:00 p.m. on December 17,
2018. All proposals must be clearly marked on the outside with the following: City of Dayton
Real Estate Appraiser RFQ.
The City of Dayton reserves the right to refuse or reject any and all proposals and to waive any
technicalities or formalities.
