The delivery of vital services to our citizens is ultimately the result of a partnership between the departments of City government and the Vendor community, which provides the goods and services needed to support City operations. The Mission of the Purchasing Department is to ensure value for the City of Dayton departments by procuring goods and services at the lowest competitive price from competent vendors meeting specifications.  Activities of the personnel in the Purchasing Department shall be performed in a manner that guarantees the integrity of the purchasing process, and that all vendors and City personnel are treated equitably and professionally. This information will assist in a better understanding of the process to be followed to do business with the City of Dayton and also help Vendors or suppliers understand the role and responsibility involved in purchasing goods and services by the City of Dayton. The City encourages all companies to register as vendors and to participate in the competitive process initiated by the City to enable its effective and efficient operation.

INVITATION TO BIDDERS

The City of Dayton, Texas will accept sealed bids for furnishing necessary materials, equipment, superintendence and labor for the City of Dayton, Texas, Clayton Water Well Improvements Project, Water Well No. 5.

The Project is generally described of completing one Gulf Coast Aquifer Water Well by drilling 1,410 feet of 8 3/4-inch pilot borehole; set of geophysical logs (one triple-combo suite of logs); reaming or drilling approximately 1,050 feet of 26-inch diameter borehole; furnishing, installing, and pressure cementing approximately 1,092 feet of 20-inch steel casing; underreaming approximately 320 feet of 24-inch diameter borehole beneath the casing; furnishing and installing approximately 215 feet of 14-inch steel liner and 215 feet of
14-inch pipe-based stainless steel screen; furnishing and installing approximately 410 feet of filter pack; 200 hours of development via air lift pumping with surge block; 36-hour aquifer test, including recovery; water quality sample from the constructed well, including three consecutive passing bacteria samples; furnishing and installing a 2,000 gpm vertical turbine lineshaft pump with 250 H.P. motor on 400 feet of 10-inch steel column pipe; and completing the wellhead with concrete pad and accessories up to the water meter, per technical specifications in the contract documents. Bids will be received until 2:00 p.m., CST on Wednesday, May 7, 2025 at the City of Dayton, City Hall, 117 Cook Street, Dayton, Texas 77535. The bids will be publicly opened and read aloud at the time set forth.

The right is reserved by the City of Dayton, as the City’s interest may require, to accept or reject any or all bids, and to waive any informality in the bids received.

There will be a Non-Mandatory Pre-Bid conference with the Engineer, Owner, and Prospective Bidders at 10:00 a.m. on Wednesday, April 30, 2025 at the City of Dayton, City Hall, 117 Cook Street, Dayton, Texas 77535.

Bidding Documents are on file at www.civcastusa.com. There is no cost to view the plans, and printing can be done through the website. Hard copies of Bidding Documents will not be sold. Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents. Owner and Engineer, in making copies of Bidding Documents available on the above terms, do so only for the purpose of obtaining Bids for the Work and do not confer a license or grant for any other purpose.

Bid Security, only in the form of 1) a certified or cashier's check drawn on a Texas bank and made payable to the City of Dayton; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted on the form shown in the Contract Documents. A Contractor Qualification Statement must also accompany each bid.

Bids may be held by the City of Dayton for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.

Upon award, the successful bidder will be required to furnish payment and performance bonds.
