Thank you for your interest in doing business with the City of Dayton, Tx. The delivery of vital services to our citizens is ultimately the result of a partnership between the departments of City government and the Vendor community, which provides the goods and services needed to support City operations. The Mission of the Purchasing Department is to ensure value for the City of Dayton departments by procuring goods and services at the lowest competitive price from competent vendors meeting specifications.  Activities of the personnel in the Purchasing Department shall be performed in a manner that guarantees the integrity of the purchasing process, and that all vendors and City personnel are treated equitably and professionally. This information will assist in a better understanding of the process to be followed to do business with the City of Dayton and also help Vendors or suppliers understand the role and responsibility involved in purchasing goods and services by the City of Dayton. The City encourages all companies to register as vendors and to participate in the competitive process initiated by the City to enable its effective and efficient operation.

Sanitary Sewer Rehabilitation Project

INVITATION TO BID
The City of Dayton will receive bids for the City of Dayton Sanitary Sewer Rehabilitation Project, GLO-CDR Contract No. #24-065-006-E163, until 10 a.m., on June 18, 2025 at the City of Dayton City Hall (117 Cook St., Dayton, Texas, 77535). The bids will be publicly opened and read aloud at the time, date, and address previously stated.

A mandatory pre-bid conference will be held on June 4th, 2025, at 10 a.m. at City of Dayton City Hall. A tour of the site will be held the afternoon of the pre-bid conference, if needed. Prospective Offerors attending the site tour are required to arrange their own transportation to the Site. Maps will be available at the pre-bid conference.

Bids are invited for several items and quantities of work as follows:
- 34 point repairs
- 185 linear feet of pipe bursting
- 26 manholes to be rehabilitated
- 14 manholes to be replaced

Dayton Sewer Rehab: Addendum No. 1

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Dayton or negotiable U. S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact
that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City of Dayton Section 3 Policy is required for all contracts.

All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids.

The City of Dayton reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Dayton for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
