The delivery of vital services to our citizens is ultimately the result of a partnership between the departments of City government and the Vendor community, which provides the goods and services needed to support City operations. The Mission of the Purchasing Department is to ensure value for the City of Dayton departments by procuring goods and services at the lowest competitive price from competent vendors meeting specifications.  Activities of the personnel in the Purchasing Department shall be performed in a manner that guarantees the integrity of the purchasing process, and that all vendors and City personnel are treated equitably and professionally. This information will assist in a better understanding of the process to be followed to do business with the City of Dayton and also help Vendors or suppliers understand the role and responsibility involved in purchasing goods and services by the City of Dayton. The City encourages all companies to register as vendors and to participate in the competitive process initiated by the City to enable its effective and efficient operation.

REQUEST FOR PROPOSALS

CITY OF DAYTON, TEXAS

EMERGENCY DISASTER DEBRIS MANAGEMENT AND MONITORING

The City of Dayton, Texas is in an area that is frequently impacted by hurricanes, tropical storms, and other natural disasters.  In order to prepare in advance for any future storm damage, the City is soliciting sealed proposals from qualified vendors to provide Disaster Debris Management and Monitoring Services on an as needed basis for a three (3) year contract in accordance with applicable local, State, and Federal Emergency Management regulations.

Sealed proposals are due by 2:00 p.m. on Thursday, April 30, 2026. Proposals will be publicly opened and read aloud immediately thereafter. Proposals shall be voted on by the Dayton City Council.

In order to properly respond to this RFP, the bidder must submit a PDF version of the proposal and three (3) hard copies of the proposal.  The PDF version can be emailed to the city secretary, Jennifer Perkins, at jlperkins@daytontx.org.  The proposal will be considered delivered if it is received by Jennifer Perkins, via email or in person, prior to the deadline set out in this RFP.  If the PDF is emailed, you can then mail the hard copies to the City Secretary, Jennifer Perkins, at the address listed on the RFP.  The mailed hard copies do not have to be received prior to the proposal deadline provided that the PDF version was received prior the RFP deadline. 

All proposals must be clearly marked on the outside with the following: City of Dayton Disaster Debris Management and Monitoring DUE Thursday, April 30, 2026 at 2:00 p.m.

The City of Dayton reserves the right to refuse any and all proposals and to waive any technicalities or formalities.
